Supplier Terms and Conditions

By doing business with Hi-Tech Machining, Inc., suppliers agree to the terms and conditions published on this page. These terms govern the quality, compliance, and performance expectations of any purchase orders issued by Hi-Tech. Continued engagement constitutes full acceptance of the following conditions.
1. Quality System and Inspection Requirements

Seller must maintain a quality management system in accordance with MIL-I-45208, MIL-Q-9858, AS9100, or ISO 9001.

For Honeywell parts, compliance with SPOC Manual Sections 1.0, 2.0, 3.0 and SPOC 100 is required.

Records relating to inspections and quality shall be retained for a minimum of 11 years, or longer if contractually required.
2. Flowdown and Sub-Tier Supplier Requirements

Sellers are responsible for flowing down applicable purchase order and regulatory requirements to their sub-tier suppliers.

This includes all specifications, certifications, and special instructions as defined by Hi-Tech and its customers.

Sub-tier suppliers must use customer approved vendors on all controlled processes, as applicable.
3. Document and Record Control
-
Seller must maintain a documented process for controlling technical and quality documents.
-
Obsolete documents must be prevented from unintended use.
-
Records must be accessible, protected, and retained for no less than three years, unless otherwise specified on purchase order.
4. Nonconforming Product
-
Sellers must notify Hi-Tech immediately of any known or suspected nonconforming product prior to shipment and await written disposition.

Approved nonconforming items must be clearly marked and packaged separately.

Post-shipment nonconformities must be reported in writing without delay.
5. Changes and Notifications
-
Prior written approval is required for:
-
Changes to product design, manufacturing process, or sub-tier suppliers
-
Relocation of manufacturing operations
-
Any change that affects form, fit, function, safety, reliability, or performance
-
6. Right of Access
-
Hi-Tech, its customers, and regulatory agencies shall have the right of entry to the seller’s facility and access to all applicable records upon request, to verify conformance to requirements.
7. Shipping, Traceability, and Identification
-
Product packaging must prevent damage, deterioration, or contamination during shipment.
-
Products must be traceable to all relevant certifications and test reports.
-
Proper part identification is required per drawings and specifications.
8. Calibration Services
-
Calibration systems must meet ISO 17025, ISO 10012-1, ANSI-Z540-1, or MIL-STD-45662.
-
Calibration providers must be accredited or demonstrate compliance with international standards.
9. Raw Material and Shelf Life
-
Sellers must supply mill certifications or material test reports for raw materials.
-
Shelf-life materials must include manufacturing and expiration dates, storage requirements, and must retain at least 75% of usable life upon receipt.
10. Counterfeit Part Prevention
-
Sellers must maintain a counterfeit parts prevention program in compliance with SAE AS5553A, AS6174, and SPOC 419 requirements, as applicable.

Sellers are responsible for preventing the introduction of counterfeit or suspect counterfeit items into the supply chain.
11. Foreign Object Debris (FOD) Prevention

Sellers must maintain FOD prevention programs in accordance with SAE AS9146 and SPOC 418.

Sellers are responsible for ensuring their processes prevent contamination or damage to products due to foreign objects.
​12. Defense Priorities and Allocation System (DPAS)

Seller shall comply with the Defense Priorities and Allocations System (DPAS) regulation (15 CFR 700) for all rated orders.

Rated orders certified for national defense use must be prioritized and fulfilled per DPAS requirements.

Seller must ensure compliance throughout their supply chain, including all subcontractors and suppliers.
13. Ethical Conduct and Awareness

Sellers must ensure all personnel are aware of and adhere to the following ethical and professional standards:

Their contribution to product or service conformity and safety.
-
The importance of ethical behavior in all aspects of business operations.
-
The need to report unethical behavior or violations of company policy or law.
-
The consequences of noncompliance with ethical or quality standards.
-
Avoidance of conflicts of interest, bribery, falsification of records, and misuse of confidential or proprietary information.

Sellers must support a workplace environment where employees can raise concerns without fear of retaliation.

When applicable, Sellers shall comply with Honeywell’s Supplier Code of Business Conduct.
14. Export Control and Debarment
-
By accepting a purchase order, Seller certifies that neither it nor its principals are currently debarred or proposed for debarment by the U.S. Government.

When applicable, Seller shall provide certification of country of origin to satisfy U.S. Customs and export licensing requirements.
15. Regulatory Compliance

Seller shall comply with DFARS 252.204-7012/7020, where applicable, including protection of Controlled Unclassified Information (CUI) and cybersecurity reporting.

Seller agrees to comply with Executive Order 13224: “Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism,” and any future amendments.

This includes flowing down EO 13224 compliance to all lower-tier subcontracts and purchase orders.
16. Corrective and Preventive Action

Sellers must respond to corrective action requests by the deadline provided.
-
Hi-Tech reserves the right to reject inadequate responses and to verify corrective actions for effectiveness and root cause resolution.
